Jay Roman serves as Vice President of Affordable Housing Leasing & Compliance and Fair Housing Officer at Clinton Management. In his dual role, Mr. Roman oversees the day-to-day operations of affordable housing leasing and compliance teams while leading the company’s fair housing strategy, policy implementation, and risk management efforts across a complex, multi-regulatory portfolio.
Mr. Roman is responsible for ensuring compliance with federal, state, and local fair housing laws, including the Fair Housing Act, New York State and New York City Human Rights Laws, and program-specific nondiscrimination requirements. He develops and administers fair housing policies and procedures, oversees reasonable accommodation and modification processes, supports investigations and complaint response, and provides ongoing training and guidance to site, corporate, and executive teams.
In his leasing and compliance capacity, Mr. Roman monitors regulatory agreement compliance and reporting to HPD, HDC, HFA, and other oversight agencies. He oversees vacancy management for stabilized and subsidized units, waitlist administration, tenant eligibility determinations, and leasing strategy for new construction and preservation projects. He also provides leasing oversight for development teams on all new affordable housing properties from pre-marketing through stabilized operations.
Mr. Roman brings over two decades of experience in affordable housing, residential leasing, compliance, and property management. Prior to joining Clinton Management, he served as Deputy Director of Compliance at the New York City Housing Development Corporation, where he oversaw IRS-required compliance monitoring for tax credit and tax-exempt bond-financed properties throughout New York City.
