Jeffrey E. Levine
Founder & Chairman of
Douglaston Development,
Levine Builders, and
Clinton Management
Jeffrey Levine is the founding principal and chairman of The Douglaston Companies, consisting of Douglaston Development, Levine Builders, and Clinton Management. Since 1979, Mr. Levine has directed the new construction or rehabilitation of thousands of residential units, including both affordable and market rate housing, student housing, hotels, senior living, healthcare facilities, and millions of square feet of commercial retail, office, and institutional spaces.
Mr. Levine’s most recent accomplishment is the development of 3Eleven, a 60-story tower adjacent to Hudson Yards, consisting of 938 mixed-income, multi-family units and over 60,000 square feet of amenity space. He is also participating in the rehabilitation of the Linden/PW Houses, a 1,922-unit NYCHA property in East New York, where he lived for a portion of his childhood.
In recent years, Mr. Levine developed the Williamsburg waterfront in Brooklyn – more than two million square feet of mixed-use residential, spread across six distinct buildings. This includes The Edge condominiums, affordable housing in the Edge Community Apartments, and market rate rental housing at 1 North 4th Place and Level BK. The property houses approximately 2,000 residential units, over 60,000 square feet of retail, structured parking, a water taxi pier, and a pedestrian esplanade.
Mr. Levine is a member of REBNY’s Executive Committee and a founding member of both the NYS Association for Affordable Housing and the Kimmel Foundation, a not-for-profit organization dedicated to creating and promoting affordable housing and services for aged, handicapped, and other special-needs populations. He currently serves on the Board of Directors of the Citizens Housing and Planning Council, the New York Housing Conference, and the Chamber of Commerce of the Borough of Queens. Mr. Levine also sits on the Advisory Board of the Bernard and Anne Spitzer School of Architecture at the City University of New York and New York University’s Real Estate Institute.
Among Mr. Levine’s many professional recognitions are REBNY’s Harry B. Helmsley Distinguished New Yorker Award, which honors his lifetime of exceptional accomplishment in the industry and invaluable contributions to New York’s civic welfare. He has also been named Ernst & Young Entrepreneur of the Year, and the National Association of Home Builders Affordable Builder of the Year.
Mr. Levine currently sits on the Board of Directors at St. Mary’s Hospital for Children. He also serves as Chairman of the Board of the Jewish National Fund and is a member of its National Board, which recently honored him with its Tree of Life, a humanitarian award given in recognition of outstanding community involvement.
Mr. Levine is a graduate of the City University of New York’s City College School of Architecture, from which he received the Townsend Harris Medal in 2020 for outstanding postgraduate achievement.
Benjamin Levine
Principal & Vice Chair
Benjamin Levine is Principal and Vice Chair of The Douglaston Companies. Mr. Levine joined the company in 2008 as a Project Manager, where he oversaw developments throughout the boroughs. He is responsible for all acquisition and development underwriting and feasibility and has secured over $2 billion in project underwriting to date. Most recently, Mr. Levine was part of the team that syndicated the debt and equity capital for 601 West 29th Street, an over $600 million, 938-unit luxury mixed-use residential development located in the Hudson Yards area.
Mr. Levine is a sitting board member for Haymakers of Hope as well as a member and former chair of the Jewish National Fund Future in New York.
Prior to joining the firm, Mr. Levine worked as an analyst at Credit Suisse in both New York City and London for their real estate finance and securitization group.
Mr. Levine holds his B.A. in Urban Studies with a minor in Urban Real Estate and Development from the University of Pennsylvania.
Jessica Sherman
Principal & Vice Chair
Jessica Sherman is Principal and Vice Chair of The Douglaston Companies. Since joining the company in 2016, Ms. Sherman has been instrumental in developing and implementing the firm’s affordable housing strategy and execution, overseeing numerous new construction and preservation deals.
Prior to joining Douglaston, Ms. Sherman worked as a Leadership Fellow at the Port Authority of New York and New Jersey, focusing on regional infrastructure management and development. Ms. Sherman is a Board Member of the Public Housing Community Fund, Committee Member of SheBuilds, and serves on the Executive Board of the Citizens Housing and Planning Council.
Ms. Sherman holds her M.B.A. from Columbia Business School, an M.Sc. in Social Policy from the University of Oxford, and a B.A. from the University of Pennsylvania.
Ryan O’Connor
Chief Executive Officer
Ryan O’Connor has served as Chief Executive Officer of Clinton Management since joining the company in 2019. Mr. O’Connor oversees all aspects of the company’s operations in addition to the residential and commercial portfolio’s performance. Mr. O’Connor has made customer service the central tenet of the Clinton experience and prioritizes leveraging cutting-edge technology to optimize company performance.
Prior to joining Clinton Management, Mr. O’Connor served as a Senior Vice President at Douglas Elliman in New York City where, as Managing Director of Rental Housing, he oversaw new business growth.
Mr. O’Connor is a Fordham University alumnus and is the Chairman of the Fordham University Real Estate Institute’s Executive Advisory Council. In this post Mr. O’Connor is responsible for the advancement of the program’s scholarship fund, thought leadership initiatives, industry collaborations and the advancement of the school curriculum. He also teaches courses at the institute on Real Estate Finance and Asset Management.
Rosa Rodriguez-Gil
Vice President of Affordable Operations
Rosa Rodriguez-Gil is the Vice President of Affordable Operations at Clinton Management. Ms. Rodriguez-Gil oversees the operations of the affordable housing portfolio, ensuring that they meet the highest standards of efficiency, sustainability, and community impact.
With over 20 years of dedicated experience in property management, Ms. Rodriguez-Gil’s extensive background combines a deep understanding of affordable housing policies with a strategic approach to operational management, making her a pivotal force in advancing equitable housing solutions. Her passion for affordable housing is matched by her dedication to mentoring emerging professionals in the field, contributing to the development of the next generation of housing leaders. Prior to joining Clinton Management, Ms. Rodriguez-Gil was the Vice-President of Operations at Related Management Companies.
Jennifer Jennings
Vice President of Market Rate Operations
Jennifer Jennings is Vice President of Market Rate operations at Clinton Management. Ms. Jennings brings over two decades of multifamily experience to her role, where she oversees the operations of the company’s portfolio of luxury residential assets in New York.
Since entering the industry in 1999, Ms. Jennings has developed a strong track record in maximizing asset performance, driving revenue growth, and executing strategic business plans. Her expertise spans development, new construction, operations, and the management of mixed-use communities across key markets nationwide. Prior to joining Clinton Management, Jennifer held several senior leadership roles at prominent real estate organizations.
Ron Luft
Vice President of Facilities
Ron Luft is Vice President of Facilities at Clinton Management and joined the company in 2007. Mr. Luft is responsible for facilities, contracts, energy purchasing and purchasing across the company’s building portfolio.
Mr. Luft brings over 19 years of construction, purchasing, property and facility management experience to the company. Prior to joining Clinton Management, Mr. Luft worked for one of the leading building materials suppliers on the East Coast, Marjam Supply, in Purchasing and Sales.
Mr. Luft holds a B.B.A in Finance from Baruch College.
Jay Roman
Vice President of Affordable Leasing & Compliance/Fair Housing Officer
Jay Roman serves as Vice President of Affordable Housing Leasing & Compliance and Fair Housing Officer at Clinton Management. In his dual role, Mr. Roman oversees the day-to-day operations of affordable housing leasing and compliance teams while leading the company’s fair housing strategy, policy implementation, and risk management efforts across a complex, multi-regulatory portfolio.
Mr. Roman is responsible for ensuring compliance with federal, state, and local fair housing laws, including the Fair Housing Act, New York State and New York City Human Rights Laws, and program-specific nondiscrimination requirements. He develops and administers fair housing policies and procedures, oversees reasonable accommodation and modification processes, supports investigations and complaint response, and provides ongoing training and guidance to site, corporate, and executive teams.
In his leasing and compliance capacity, Mr. Roman monitors regulatory agreement compliance and reporting to HPD, HDC, HFA, and other oversight agencies. He oversees vacancy management for stabilized and subsidized units, waitlist administration, tenant eligibility determinations, and leasing strategy for new construction and preservation projects. He also provides leasing oversight for development teams on all new affordable housing properties from pre-marketing through stabilized operations.
Mr. Roman brings over two decades of experience in affordable housing, residential leasing, compliance, and property management. Prior to joining Clinton Management, he served as Deputy Director of Compliance at the New York City Housing Development Corporation, where he oversaw IRS-required compliance monitoring for tax credit and tax-exempt bond-financed properties throughout New York City.
Mr. Roman is recognized for his collaborative leadership style, deep regulatory expertise, and commitment to fostering inclusive, equitable housing practices that align operational excellence with fair housing principles.
Meagan Mooney
Vice President of Accounting
Meagan Mooney is Vice President of Accounting at Clinton Management. Ms. Mooney oversees all accounting functions, including department staff, as well as Clinton Management corporate finances.
Prior to joining the company in 2024, Ms. Mooney headed the finance department at property management firm, Akam. She began her career at Douglas Elliman and brings over 35 years of experience in property management accounting to the role.
Ms. Mooney holds a degree in Finance from Providence College.
Phillip Hunsinger
Director of Market Rate Operations
Phillip Hunsinger serves as Director of Market Rate Operations at Clinton Management, where he leads residential property operations, compliance, and resident satisfaction across the company’s New York City luxury portfolio. Mr. Hunsinger manages operating budgets and financial performance while overseeing team development, operational standards, and community engagement initiatives.
Mr. Hunsinger joined the company in 2025, bringing nearly a decade of experience in residential real estate. He began his career in 2016 as a Leasing Consultant and advanced into roles overseeing luxury market-rate, stabilized, affordable, and commercial assets for a prominent New York City developer. His experience working closely with development and construction teams, combined with his expertise in budget planning and financial analysis, enables him to drive strong operational and financial results.
Troy Berman
Director of Lifestyle & Property Management
Troy Berman is Director of Lifestyle & Property Management at Clinton Management. When he joined the company in 2010, Mr. Berman served as Director of New Construction, overseeing properties located throughout New York City. He has overseen the lease-ups and management of the company’s market rate portfolio, including 1 North 4th Place and Level BK, both located on the Williamsburg waterfront. As Director of Amenity Management, Mr. Berman is responsible for spearheading Clinton Management’s lifestyle brand and amenity programming.
Prior to joining Clinton Management, Mr. Berman was an Account Executive at CBS Radio.
Mr. Berman holds a B.A. in Advertising from Syracuse University.
Nicolette Bove
Director of Leasing
Nicolette Bove is the Director of Leasing at Clinton Management. Ms. Bove joined the company in 2016, immediately following internships at several properties within the organization, including Edge Community Apartments and 1 North 4th. She is responsible for overseeing market-rate and affordable housing assets, which includes initial and renewal leasing workflows. Ms. Bove was promoted to her current position in 2021.
Ms. Bove is a New York State Real Estate Associate Broker, holds her LIHTC certification, and attends annual fair housing trainings.
Ms. Bove holds a B.S. from the State University of New York at Cortland.
Patricia Rodriguez-Figueroa
Director of Affordable Operations
Patricia Rodriguez-Figueroa is Director of Affordable Operations at Clinton Management. In her role, Ms. Rodriguez-Figueroa is responsible for identifying and executing specialized projects across a region of affordable housing properties to improve overall operational performance.
Ms. Rodriguez-Figueroa joined the company in 2024, and brings over 19 years of experience in the real estate operations field.
Ms. Rodriguez-Figueroa holds a degree in Fashion Merchandising from the Fashion Institute of Technology.
Alex Johnson
Director of Compliance
Alex Johnson is Director of Compliance at Clinton Management. In this position, Ms. Johnson is responsible for overseeing the compliance requirements and timely re-renting of affordable units within the portfolio. Her role requires expertise in tasks such as conducting filing reviews with agencies and investors, fulfilling reporting and recertification requirements, and coordination of interdepartmental projects to optimize workflow.
Ms. Johnson joined the company in 2023, and brings over a decade of experience in affordable housing and high-end multi-family property management, including oversight of successful lease-ups.
Corey Harris
Director of Security
Corey Harris is Director of Security at Clinton Management. Mr. Harris joined the company in 2023, bringing a comprehensive background in safety and compliance, as well as law enforcement, to the role. In his capacity as Director of Security, Mr. Harris is responsible for portfolio-wide threat and vulnerability assessments, security measures including access control and alarms and monitoring, as well as overseeing all security personnel at Clinton properties. In addition, Mr. Harris ensures the maintenance and compliance of all security systems and serves as liaison to the local NYPD and FDNY hubs at all properties.
Prior to joining Clinton Management, Mr. Harris served as a Police Officer with the New York City Police Department, providing regulatory support, emergency response, first aid, and civil service. Mr. Harris also worked for Jet Blue Airways in the safety and compliance field, working as a liaison to the FAA, Port Authority Police Department, and other local and government agencies.
Sammy Ahmed
Regional Leasing Manager
Sammy Ahmed is the Regional Leasing Manager at Clinton Management. Mr. Ahmed joined the company as a leasing agent at 1 North 4th in 2017 and was hired full time in 2019. His responsibilities include managing the leasing staff at market rate properties totaling over 2,000 units, as well as overseeing lease execution and ensuring high occupancy rates portfolio wide.
Prior to joining Clinton Management, Mr. Ahmed worked as an apprentice to his brother, an agent in Brooklyn. Born and bred in Brooklyn, Mr. Ahmed has deep roots in his community and industry as part owner of a local restaurant, and as a member of the Real Estate Board of New York.
Roxana Valencia
Accounting Manager
Roxana Valencia serves as an Accounting Manager at Clinton Management, where she oversees the accounting department and directs all financial reporting and operational accounting functions. Ms. Valencia manages and mentors the accounting staff, leading performance evaluations, training, and professional development. She is responsible for reviewing and presenting monthly financials for internal and external partners, preparing cash flow reports, assisting with annual budgets, and supporting year-end audit preparation. Her role also includes oversight of real estate and sales tax filings, as well as participation in system implementation, testing, and troubleshooting initiatives.
Ms. Valencia joined the company in October 2024, bringing nearly two decades of accounting and financial management experience in the real estate sector. Prior to her current position, she served as Finance Manager at AKAM, where she directed accounting operations, supervised staff, and oversaw financial reporting and budgeting processes. Earlier in her career, she held positions with Waypoint Residential LLC, where she spent 14 years as a Staff Accountant, and with Cammeby’s International Group as an Accounts Receivable Coordinator.
Ms. Valencia holds a bachelor’s degree in Liberal Arts and Sciences from Baruch College.
Jerry Nestoratos
Leasing Manager
Jerry Nestoratos is a Leasing Manager at Clinton Management, overseeing all market-rate leasing at 3Eleven, the company’s premier luxury multifamily property. Mr. Nestoratos manages new leasing, lease renewals, resident negotiations, and the building’s reputation among clients in Hudson Yards.
Mr. Nestoratos joined the company in 2022 and brings more than 11 years of experience in New York City real estate. Prior to joining Clinton, he held roles with Glenwood Management, Corcoran Sunshine, Nancy Packes Inc, and Citi Habitats New Development. Notable properties Mr. Nestoratos has worked on include the Four Seasons Private Residences (30 Park Place), The Standish (Superman’s Building), and Jackson Park.
Mr. Nestoratos attended the New York City College of Technology and holds degrees in Environmental Control Tech and Facilities Management.
Ray Henriquez
Facilities Manager
Ray Henriquez is Facilities Manager at Clinton Management. Mr. Henriquez oversees preventative maintenance contracts across the Clinton portfolio. In addition to assisting in the development of portfolio-wide preventative maintenance procedures, he collaborates with the Vice President of Facilities to forecast upcoming needs and requirements of the properties. Mr. Henriquez also plays an active role in training new Resident Managers and current staff to ensure efficiency and proper execution of facilities operations.
Mr. Henriquez joined the company in 2019, bringing a wealth of experience in building management at various levels, as well as general contracting experience pertaining to apartment turnovers and renovations.
Michelle Guerrero
Leasing Manager
Michelle Guerrero is a Leasing Manager at Clinton Management, where she oversees the leasing operations for the company’s market-rate housing assets in Brooklyn, including Level and 1N4. Ms. Guerrero joined Clinton in 2019 and brings over 7 years of experience in management and operations. She is responsible for leading the leasing team, coordinating marketing efforts, and managing lease renewals—delivering exceptional customer service and maintaining high occupancy levels across all properties under her management.
Before joining Clinton Management, Ms. Guerrero worked as an Operations Manager for a boutique hedge fund in Manhattan. Her fascination with tall buildings inspired her to shift careers and pursue a path in real estate, where she earned her real estate license.
She holds a B.A. from Hofstra University.
Anikka Wright
Affordable Housing Leasing Manager
Anikka Wright is the Affordable Housing Leasing Manager at Clinton Management, where she leads leasing efforts across the organization’s affordable housing portfolio. Ms. Wright oversees applicant selection through re-rentals, oversees waitlists, and ensures compliance with city and state agency requirements.
Prior to joining Clinton Management, Ms. Wright led affordable housing lease-ups in coordination with city and state housing agencies. She holds extensive experience in regulatory compliance, tenant outreach, and project coordination.
Ms. Wright holds her M.S. in School Counseling from Mercy College and her M.S. in Organizational Leadership and B.A. in Sociology and Spanish from SUNY Postdam. She is a member of Sigma Gamma Phi and the Pi Gamma Mu Honor Society.
Michael Kessler
President, The Douglaston Companies
Michael Kessler is President of The Douglaston Companies. He has been a member of the organization for over 30 years, overseeing and managing the three companies’ financial teams. Mr. Kessler is responsible for securing financing for projects and overseeing the finance and accounting aspects of each project’s full life cycle from inception through disposition.
As a key advisor and member of the Executive Management team, he shares responsibility in supervising the organization’s insurance and risk management departments, as well as Human Resources and Information Technology departments.
Mr. Kessler was an officer of the Queens Bronx Builders Association for many years and more recently served as a director on the New York/New Jersey Commercial Client Advisory Board for Capital One Banking group representing tristate real estate construction companies. Mr. Kessler currently serves in many community roles, including National Vice President of the Jewish National Fund’s Education Centurium, member of the JNF’s Go North and Israel Heritage Task Forces, and a member of the New York Board of the UJA Federation as well as the Executive Committee of UJA Long Island.
Mr. Kessler graduated Cum Laude from SUNY-Albany’s Business School with a B.S. in Accounting. He is a member of the NYS Society of Certified Public Accounts, and American Institute of Certified Public Accountants.
Olivia Kelly
Chief Administrative Officer
Olivia Kelly is Chief Administrative Officer of The Douglaston Companies. Ms. Kelly joined The Douglaston Companies in 2018 and brings over 12 years of experience in human resources. She directs the day-to-day operations of the human resources department including human capital management, policy review and implementation, benefits and compensation management, compliance, and professional development.
Prior to joining The Douglaston Companies, Ms. Kelly oversaw the human resources department of an international law firm. She is a certified HR professional and holds both the SPHR and SHRM-SCP certifications.
Ms. Kelly holds a bachelor’s degree in Criminal Justice from Long Island University and is currently completing her master’s degree in Human Resources Management and Organizational Effectiveness from Manhattanville College.
Rizo Ramusevic
Vice President of Corporate Safety & Compliance
Rizo Ramusevic is Vice President of Corporate Safety & Compliance at The Douglaston Companies. Mr. Ramusevic joined The Douglaston Companies in 2006 and brings over 30 years of experience to the organization. Mr. Ramusevic is responsible for developing, overseeing, and implementing the company’s Environmental, Health and Safety programs, and is also responsible for the design, delivery and oversight of the company’s various insurance, surety, and risk management programs by establishing industry best practices.
Prior to joining the organization, Mr. Ramusevic was a risk management and insurance consultant at Ernst & Young servicing various fortune 1000 companies and served as the Risk Manager for AMEC Construction Management, Inc. (f/k/a Morse Diesel International). Mr. Ramusevic is an OSHA 500 Authorized Outreach Instructor & Facilitator, and holds various licenses with NYC agencies including General Contractor, Site Safety Manager, and Construction Site Fire Safety Manager and has served in advisory roles on the topic of NYC construction industry safety to both the Real Estate Board Of New York and to the Office of the Manhattan Borough President.
Mr. Ramusevic holds a Construction Risk and Insurance Specialist (CRIS) designation and his B.A. in Accounting with a minor in Economics from Queens College.
Erin DeCandio
Vice President of Risk Management
Erin DeCandio is Vice President of Risk Management at The Douglaston Companies. She is responsible for reviewing all RFP/bid and contract documents to assess liability exposures, working as a liaison with legal counsel and executive management to ensure that all insurance contracts are in order. Further Ms. DeCandio and her department manage and monitor the subcontractor insurance process to ensure all policies are compliant with the company’s insurance requirements. Ms. DeCandio is also responsible for the management of all corporate claims and legal proceedings.
Ms. DeCandio brings 30 years of experience to her role, including in managing property and casualty insurance programs. Along with the marketing, negotiating and the purchasing of all corporate insurance programs she has extensive experience with securing project specific coverage for all types of exposures.
Ms. DeCandio attended Nassau Community College and holds a certificate in Construction Project Management from New York University.
Timothy Mahon
Director of Information Technology
Tim Mahon is Director of Information Technology for The Douglaston Companies. Mr. Mahon joined the organization in 2022 and brings over 16 years of experience to his role. He is responsible for oversight of all technology operations, including the help desk, cyber security, disaster recovery, and vendor management. Mr. Mahon also works with the companies to understand processes and workflows to create operational efficiency tactics leveraging best practices and automation utilizing technology.
Prior to joining The Douglaston Companies, Mr. Mahon was Director of Information Technology at Masterpiece International, where he built out and managed teams supporting all facets of technology, including infrastructure, applications, development, and end user support. Mr. Mahon also led the organization through disaster recovery efforts during Hurricane Sandy, as well as office closure and remote working during the COVID-19 pandemic.
Mr. Mahon holds a BBA in Computer/Information Technology Administration and Management from Western Governors University.
Kathleen Delevante
Director of Payroll and Benefits
Kathleen Delevante is the Director of Payroll and Benefits at The Douglaston Companies.
Ms. Delevante oversees day-to-day operations of the payroll and benefits department. She is responsible for planning, designing, and implementing processes and procedures and works directly with the company’s benefits brokers, insurance providers, and payroll service providers. She also serves on The Douglaston Companies’ 401(k) Retirement Plan and Executive Benefits Committees.
Ms. Delevante joined the company in 2006, after working as a paralegal for 4 years at a personal injury litigation firm and 3 years as an account manager for a process serving firm.
Ms. Delevante holds Certified Paralegal and Certified Payroll Professional credentials from York College of the City University of New York and New York Institute of Technology.
